Don’t let the system ruin the users experience. Just because you have to break out your information a certain way to be consistent if you need to adapt that for a better user experience you should. Having too many layers to get to important content will detract users and have the potential for them to get lost. Get them the information they are looking for before they get lost.

Keep drop downs light, at most eight items should be a rule of thumb. 5-6 would be ideal but once the menu gets beyond eight it gets hard to scan and hard to navigate with a mouse.

Always have a search form on your homepage. It is by far the best resource for either an avid viewer of your site or a newcomer. The daily visitors probably have it set as their homepage and know exactly what they are looking for. The new visitors may just plain be lost or don’t want to bother with your navigation. If you use Google custom search you can even frame the results in your university header and footer so every results page is branded.
