		<description>I would argue that it&#039;s never a good idea to open a new window for accessibility reasons.  Instead the wikipedia style links indicating an external site are more ideal.  A user can choose to open a new tab or window if they want to.

Not all screen readers indicate a target=&quot;_blank&quot; so you may break their back ability and they not have a clue.
