Could you describe the metrics used to arrive at these scores?

There is no scientific method that I use to arrive at the scores. Based on my reactions, and the overall usability of the site I assign the score arbitrarily. Although they are not scientific the better the user experience the higher the score. It would be impossible to have a check list which ensures a 100% score because every institution is in a different situation to fulfill their users needs.
